Observable capability

Evidence and quality

What counts as secure mastery

Explanations are accurate, connected, appropriately sourced, and usable beyond recall questions.

Application and creation

Choices, alternatives, trade-offs, uncertainty, ethics, and professional boundaries are made explicit.

Validation and evidence

Claims are supported by traceable sources, tests, calculations, observations, or other discipline-appropriate checks.

Reflection and transfer

Feedback is acted on, limitations are recognised, and learning is transferred to a meaningfully different case.

Progression decisions

  • Attendance, time spent, content completion, confidence, or a single quiz score is not sufficient evidence of mastery.
  • Every required outcome must be evidenced; strong performance on one outcome cannot average away a material gap in another.
  • A progression decision records the evidence reviewed, criteria applied, decision maker, date, feedback, and any reassessment action.
  • Reasonable adjustments change access and response format without weakening the capability or evidence being assessed.
  • Suspected inauthentic, unsafe, or unverifiable work is paused for review rather than automatically passed or failed.
  • Learners may resubmit after targeted practice, with the new evidence and decision retained in the progression record.
